I always enjoy photos of birds. I love birds.
My wife hates them.
I had the same issue with some recent photos I took of birds as you have in the last two photos: parts are out of focus. At first I thought it was a focus issue with my lens or even a DoF issue, but even at 190mm, f/8 gives you about a foot if you are 20' away or four feet at 40' away. Birds twitch very quickly. I used even higher shutter speeds and still had issues (1/400 or so).
Looking at your last one, the plant behind the bird looks ok, so it doesn't seem like a DoF issue. Do you think 1/250 is not enough?
