I don't know what went wrong there, but I was able to see the survey and vote easily. Maybe the link in your email was broken? (sometimes long urls are divided into two lines and depending on the browser/email client/email service provider you might get an invalid, incomplete link.
Perhaps you're not as used to this bulletin system as others? As Adam said, this kind of forums are being used everywhere on the 'net and at least I don't find a problem with them. YMMV coz I'm a PC junkie
