Using Shake reduction with a monopod

I know you should turn off SR when using a tripod but what about with a monopod ?

Leave it on when using a monopod as there's still some shake.
But then if you have a faster shutter speed than your focal length, you don't need SR at all.

If the connection is not elastic--there likely will be a feedback loop and the image is likely to be less sharp. This is for monopod and tripod. If the mass is loosely held to the monopod (or tripod) and the hands do most of the holding it should be fine.

I've had good results using SR on a monopod (or tripod with the head not locked down). But if you're panning, turn SR off.

why should you turn off SR if you are panning and does this mean hand holding and panning?

If you're panning to follow a moving subject the SR is going to work against you, moving the sensor back and forth to try to correct for the panning motion.
