Calling all birders out there

I am wondering what is this black stuff on this little guy's throat and beak? I am accustomed to seeing waddles on chickens, but I am not too familiar with small birds, nor have I known of any this small having waddles. Is there anyone that can inform me? I have attached 2 links showing 2 different angles:

I think he's just molting.

boriscleto is correct. It's an American Goldfinch changing from Winter colors to Summer colors.
