That's for certain.
I routinely shoot 2 to 4 pictures of the subjects I like, same framing.
That way I have some insurance WRT focus (esp. when using MF), exposure (let's say one high-ISO and one underexposed at base ISO), people/vehicles passing (I can also merge and erase, e.g. in the case of a square or monument) etc.
I imagine I'm not the only one, on the contrary.
...then there are the failed picture, no matter the number of "safety shots"...

That's exactly what I would advise against...
That way, you lock yourself with the capabilities of your RAW converter of choice at that moment in time.
One of the most notable benefits of RAW is that you can always pick up the images at a later time and take advantage of the new and improved technologies in demosaicing, NR, deblur etc.
