I started using Transcend cards a while back, and now use them exclusively. You can get the 16GB sdhc with a reader for under $60.

As for filters, either Rodenstock or Hoya both have excellent reputations, but with Hoya, make sure you're getting one of the higher levels as they have some cheap ones that aren't that great.
