Tripods have been discussed a lot lately on the site (I was in the market for one until I bought a Manfrotto 725B). This would be inadequate because I don't think it can get as low as you would like. The minimum height is 18.5''.

From what I've read, some people may recommend the Slik Sprint Pro which is very light, can get very low (6.4''), and supports 4.5 lbs.

I'm sure someone else will chime in, but I hope this gets you started.
