I think the SLIK SPRINT PRO would be the best bet. The description says the head is removable and that the legs will hold 8.8 pounds. Replace the head with a unit that can handle more load and you have what you want. The Silk also has a decent height for its weight. With a right angle finder you might find the tripod can be comfortably used with the column collapsed. The feet are spiked, comes with a case, and has a ball head, all for
US $65. Seems like a good deal to me.
I couldn't find the SLIK SPRINT PRO Black version, but I don't think the leg coverings are that big of a deal.
