I like option 1. I wouldn't trade the 28-75/2.8 for any f/4 lens; that extra stop is really useful for low light and for blurring out distracting backgrounds.

You could also fill the gap by adding a DA21/3.2; it's easier to carry than the 12-24 and I've seen used copies offered at reasonable prices.
