It only reverts to exposure control when I am in automatic. At this point, I am not too concerned about what the manual says (don't get me wrong, for a lot of things my first response is read the manual, but...)
My *istD very clearly changes the shutter speed as a function of EV compensation setting when I press the green button in M mode.
I guess the camera can't read it's own manual
