Yes, they ship to Europe and they offer an option to calculate the "landed" shipping cost, which includes customs charges, etc.

Hope you can get the shipping sorted - the DA 12-24 is a fantastic lens which I am sure you will enjoy.

A lot of times in a case like this a phone call will usually get things straightened out.

It shouldn't, perhaps a temporary glitch? If you can't get it to work, just call them customer support or shoot them an e-mail.
