Lost emails

We have all had occasions through the years when we have received a letter months late that got lost somehow by the postal service. Today I received an email confirmation for a NY State campsite reservation I made last june.
Where do these things disappear to in cyberspace? Or is it that gov. agencys have become inefficient that even their computers take months to do simple tasks.

Maybe with the new administration, they hired someone to check the email backlog.
