Nikola Tesla came up with something like that, but for a totally different purpose.
Tesla's Earthquake Machine
The Mythbusters built one similar to test it and got a rather large bridge in th S.F. Bay Area shaking with it.

Tesla also theorised that the planet could be ripped apart with only 45 tons of dynamite. I'm not doubting him, but I'm glad he didn't try it.

But sadly he was not ripped like those men in the video....
The poor 98 pound weakling had no option but to sit around theorizing all the time, as the girls paid him no nevermind!

The real danger would be the steel (or more likely the rivet connections) experiencing fatigue. Since the load is so low compared to what the yield stress of the steel the number of oscillations to cause damage would be very very high. Also adding in the fact that bridges due to the fact that they are loaded cyclically the they designed to be fatigue resistant I wouldnt be worried in the least.
