Scenes like that were very common around the Salton sea 7 or 8 years ago when I was working in the area. However, its not an easy problem to address. 1. The salinity of the SS is 44 parts per thousand whereas the Pacific Ocean is 32. 2. Pollution is concentrating in there from water entering south of the border but has been not P.C. to address. 3. I was at a scoping meeting where it was discussed about restoring it to its original state.
Number 3 I found interesting because its natural state is desert.
The Salton Sea was formed by accident in 1905 and was a result of a canal accident that flood the valley with water pouring in from the Colorado River for ~ 5 years.
Part of the changes are the maturing of the system.
