Compared to the same scenes shot in sunny conditions, yes to both.
Clouds act like one giant softbox, softening the sunlight and reducing harsh shadow and highlight detail.

When it comes to taking shots of colorful flowers for example, an overcast day is your friend. You will be able to capture fine detail, without harsh contrast.
