Is it better to leave shake reduction on or off when shooting with monopod? I know the manual says to leave it off when using a tripod, but monopod is not as stable, at least when I use one, but I am not sure whether to leave it on or off.

Try it and see.
And get back to us with what you find.
I'm curious too.
If you're on a monopod, leave the SR on, especially if you're at higher zoom ranges or at slow shutter speeds. You will get better results, believe me. You just can't hold a monopod as steady as a tripod.
If you're on a tripod, then follow the manual's advice and switch it off.
I don't have the pics online, but having shot a large number of college marching band pictures at 300mm under stadioum lights, I can attest that SR on is the way to go for a monopod.
I have had much better results with SR off using my monopod, even while using a fairly long lens. Others have had different results so it may depend on the photographer. Almost all of my monopod use is outdoors in daylight and usually panning.
Sorry about this little piece of mischief, but I simply couldn't resist the temptation.....you know these things are....LOL !
Best regards
Richard
