For optics, a quick test would be to post a few images (full size) for people to comment?

Just...some I can think of...

For built, check all movable part running smoothly, image focus, focus gearing noises, glass condition.

Open apecture wide and hold the lens point toward a dim light (warning:not the sun or strong light), look thru it, check for internal dust/ fungus, its ability to transits light source (the light source don't look abnormal/ scattered). Bad quality lens have bad polished which will reduce light gathering power and so does non-coated lens.

Shine a light on the front element, check the layers of different colour reflecting off it to check its coating not damage.

What do you think is wrong with it?

1. smell it, if it smells like a lemon, its a lemon

2. leave it out on the sun for a week, if it starts to rot, its a lemon

3. is it yellow and shaped like a lemon? its probably a lemon

4. on a more serious note, to test lenses you take pictures with them, and then look at the pictures, and evaluate them
