User Photo Gallery Cosmetic Improvements

Today I made a few minor cosmetic improvements to the User Photo Gallery homepage.

1. The 'Member Uploads' bar was moved to the bottom of the page and renamed to 'Browse Photos by Username'
2. The statistics bar has been shortened, streamlines, and merged into the main content table
3. The category legend at the bottom of the page has been made smaller
