Is there a way to achieve this?

through CS2 or some other processing program?

here are the examples:

Etsy :: AliciaBock :: Bow- Original Signed Fine Art Photograph- Alicia Bock

Etsy :: johnwgolden :: Eiffel Tower 12 in x 12 in Print

Etsy :: labokoff :: vagues normandes 3

or perhaps someone could let me know what these processes are called so I could do some research?
I would love to do a search, but I have no idea what these styles are called?

thanks so much for any info =)

My first guess would be CS(2/3) and using layers. The original art piece as BG layer (duplicated), then your photo as a second layer. Then you need to get clever and create masks to show/hide details from which ever layer you want to take precedence. It's really all about experimentation. CS also has some vignetting filters you can play with as well.
Good luck and have fun!

First photo:

Desaturate the colors and apply a slight blur. Create a layer with the outer black border and feather the inside edges. Create another layer for the dark blur internal to the border and use a very soft/blotchy brush to paint in the effect.

Second and third photos:

Similar to the above, but apply a canvas effect or take a photo of some textured surface you like and use it to bump map the base layer.

Those are just guesses off the top of my head, but that's what I'd try if I wanted to go for that sort of look.

The first one in SILKYPIX there is a free version of the software, there is a TOY CAMERA setting that gives this nostalgic look to the over all pic colors and vignetting . As for the borders Mike's suggestion works.

2nd photo, look up a tutorial for photoshop on Grunge Effects.

3rd,
desaturated with sponge tool combined with a watercolor/color pencil filter??
