I haven't found my perfect setup yet, but I've recently been playing with the free version of Lightbox Image Editor. It's been working quite well for me so far.
I like FastStone too, with UFRaw/GIMP as the big guns. I will say, it would be hard to have a user interface LESS intuitive than GIMP's. There are things I know it can do, but that I cannot do with it. Ah well, another thing to learn! :-)
GIMP is a perfect example of why us programmers should never design user interfaces.
@Blue, could you please edit your post to include my contribution as well?

PhotoAcute is not Freeware! I submitted a lens for the lens profile DA 35 ltd 2 weeks ago and haven't heard anything back as far as obtaining a complimentary copy. I wasn't trying to stiff you.
Here's Falconeye's fly comparisons from the DOF thread. However, PhotoAcute isn't Freeware.
First attachment: Helicon
Second attachment: PhotoAcute Attached Images
Edit: Here is the link provided by Falconeye from the DOF thread. While it is not FreeWare, it sells for $49 for standared and $119 for Professional unless you can get a complimentary copy for agreeing to submit a lens profile. http://www.photoacute.com/

Microsoft Pro Photo Tools 2
"Microsoft Pro Photo Tools provides a set of tools for photographers to perform various tasks with their images—including RAW captures. The current version enables you to quickly geotag your photos, view and edit metadata, and more"
RAW PHOTO PROCESSOR.
In lieu of upgrading to Adobe Creative Suite CS4 to make my system compatible with later model Nikons and Canons, I use this app. It's enough to allow me to make a straight TIF copy of the RAW file - no modifications in the app (although I can if I want to) - then do all PP work in Photoshop.

Yeah, you're absolutely right. I already forgot why I didn't pay
I consider PhotoAcute to be underrated. It can do a lot of things and doubling the resolution from a burst of images is my favorite
