I know when I'm voting I have to remember not to only pay attention to the subject. I try and be as honest with myself as possible about the quality of the photo not just whether I like the subject or not. I'm not sure that everybody voting does the same thing, and that may affect a great photo's chances of success. Also, there are some BEAUTIFUL photos that I have voted "NO" because of some technicial problem, like a tilted horizion for example, or some other element that detracts from what would otherwise be a spectacular photo.

A couple of questions about the PPG: does anybody know how many votes it takes to get in or not, do they wait until a photo has say 5, 10, 100, ?? votes before they review it? Does one no vote automatically decline a photo? Just don't know much about how the internal workings go on.

But I have seen some AMAZING photos on there and I like going through as many as I can and voting. Makes me want to improve my photography more.

no not one (-) vote; many. I forget the specifics. I don't have the time to search for it, but either it's detailed in this thread or the PPG rejections thread where we all post them and [figuratively] lament about it and lick our wounds.
