The most highly regarded Vivitars should be within that budget. Look for KA mount, Close Focusing label and f2 or f2.8 speed. A K12 or K13 is pretty good but maybe $100 instead.
I like the Pentax-A 28mm f2.8 a lot. The F version is the same optical formula but might stretch your budget, and only offers AF which you don't want. The A version should also leave some room in your budget. Very sharp and highly flare resistant.
I have a manual-focus Sigma 28mm f1.8, "High-Speed Wide II". Not very common. It's sharper than the Vivitars I have and renders warmer than Pentax. It should fit within your budget.
The three 28mm lenses I have now are the Pentax-F 28mm f2.8, the K12 and the above Sigma. I can think of an excuse to own each one. If you look at f2.8 lenses, there are many options to sort through. Anything faster eliminates 95% of the field.
