Regarding your bower, hoya, tiffen question, it depends partly on the model. Generally the base model tiffens are uncoated and among the least expensive quality filters for that reason (by quality, I mean Tiffen has excellent customer support, and none of my Tiffens have degraded sharpness that I could tell.) I don't think Hoya sells uncoated filters so they're usually more expensive. Coating helps, particularly in backlit situations.

Last year I bought what was supposed to be a multi-coated vivitar polarizer from ebay, but it was not the vmc model, so I got a refund (and the seller had no interest in getting the filter back.) I used it anyway, without testing, for some important pictures - I actually forgot I'd never tested it. Normally I test new equipment, but not this time. Ugh. Terrible sharpness degradation, easily reproducible in testing. While arguably Vivitar isn't (even) the brand it used to be, being from ebay it might have been a fake. A few years ago I bought what turned out to be an immitation Hoya hmc filter on ebay. It didn't have any sharpness issues, but clearly wasn't multicoated, either.
