Right, that was the *original* question - but he then later clarified he really was talking about how the picture appeared - how big the subject appears in the frame - not the actual magnification ratio. So yes, actual magnification ratio doesn't change - but how big the subject appears in the frame does. Just as actual focal length doesn't change - but the FOV (which is what people normally care about when they discuss focal length) does.

This really shouldn't be especially controversial.
