Thank you everyone - I think I understand better for your input. @Lowell if I understand your post correctly the optics spread light evenly at the film plane regardless of the size of the sensor. This means per square inch of the sensor gets the same amount of light regardless of the total area the sensor covers. Am I getting close? david

That's right, up to the limits of the image circle that the lens is designed to project

A part of this is that the lens specs used with APS-C date back to the 35mm film days, and so the smaller sensor (about a half of the film frame) essentially means a hardwired center crop.
