I think that the crux of the matter is that Tokina probably is not part of Hoya as Pentax is. Tokina, is more than likely an independent third party optics supplier who plays all sides of the street to sell their optics. I think that Hoya is more than willing to cooperate with Tokina since they are able to manufacture the glass for Tokina's lenses, since that is their long suite. In return they can have Tokina manufacture Pentax lenses cheaply enough to allow Hoya to make a good enough profit on the completed lenses. Simple economics, and, I'd say a pretty good way to keep Hoya in the Pentax business, profitably at a relatively low sales volume. IMHO.
