I had a Vivitar with a similar range (75-250) - Komine built I think - I have a review in the lens review section.

The ser. # starts with 37, which indicates Tokina, I think. Which is the company that made my Vivitar Series 1 28mm f/1.9, which I like a LOT.
I just checked the third-party lens listings, and here it is:

(There's a Tokina-branded version with a PK mount just like that one on eBay now, too.)
It's got a nice tripod mount with a rotating collar; next time I may try mounting this thing. It is, after all, the longest lens I have at the moment. It's a well-made lens, from what I can tell, and it feels really nice in every way. It's just heavier than I'm used to. (On my doctor's scale, it weighs roughly 1190 grams, which makes it over 20% heavier than my K 200/2.5, which weighs 950 grams.)

Oh. There's a Dutch review a little ways down in the following thread that gives the lens really good marks for sharpness, so I expect a tripod will help a good deal:
