Check the SIbley book (Guide to NA Birds, not the book about bird biology, behavior etc - they look very similar) or GOOGLE the bird followed by "distribution" and you may get a map that will guide you to possible locations in Oregon. Also check on-line for any local bird-watching or Audubon site that might have info on spotting of rare birds and where.There's an awful lot of Oregon where rose-breasted grosbeaks have never been seen.
BTW: There are active bird-watchers here that post notices of unusual sightings or special birds seen regularly but not commonly such as over-wintering great grey owls. One interesting hot-spot are the offshore Islands such as Nantucket, Monhegan, and others along the Maine coast. I went to a presentation by an avid bird watcher/photographer who lived out there. He had images of European species never officially recorded as "incidentals" for NA that had been blown by storms to these islands - multiple species! But it takes a devoted birder to spot and identify them reliably = not me. Maybe if a crowned crane or Andean condor landed in the back yard while I was having lunch out in the sun room...............
