Sure looks like it. My photo was taken in Fillmore, CA, located in the hills east of Ventura. I wish I could ID it!

Those are probably a species of Callistemon commonly called "bottle brush bush" or something of that sort. If you GOOGLE the generic name, then search images, you might be able to pin it down based on the leaves, but there are a lot of species of Callistemon - assuming I'm correct about the genus
