Sometimes. We were at an agility meet over the weekend. A lady crating her dogs near us had three big border collies. Dog. #1, sweet, wagging tail, lick her face, try to make friends with it, sure, lick my face, tail never stops, all love and enthusiasm. Dog #2 treats her exactly the same way, but if I approach, it's ears go back, tail still, teeth barred and that low growl that means step back. Same lady, two entirely different dogs. Another lady who is sociable, full of good fellowship, but her little poodle will not let anyone but her touch it. It will not approach close enough sniff your fingers. Third lady is full of fun, laughing, sociable, really affectionate with her little chihuahua, but do not try to touch, small as it is, it will bite with a vengeance. And the temperament of the owner is absolutely not a reliable indicator. I've encountered hundreds of dogs over the years that we've been going to agility trials, and I assure you, although the majority of dogs reflect their owner, there are too many exceptions to be incautious. I'll tell you one of the most common mismatches between owner & dog: the owner is friendly, talkative, sociable, but the dog is totally oblivious to strangers and will not interact with or respond in any way to anyone except its owner, with the single exception of accepting an offered treat. Dogs in many ways are like children, sometimes they turn out the way you'd like, and sometimes despite Herculean effort, they do not.
