Those settings cut down on the junk significantly but not entirely. It's as hopeless as trying to eliminate robocalls, although we've made good progress on the latter, for the moment. There are over six billion people on this overcrowded planet. If only one in 500,000 is a scoundrel and scammer, that's a massive army out to get your money.
I've made the move to using Opera Browser, I used to use Firefox and Chrome but had the same thing, even with Adblockers and blocking Popups I still got weird things. Opera does all of that on its own without add-ons and has a built in VPN making it easy to watch region blocked stuff, US Netflix etc.
