I saw a pentax smc 35-70 with macro today but didn't buy it because around the edges of the front glass it looked like it was "fragmented" as in maybe the coating was peeling off or something. I know the lens in good condition can sell for okay but wondered if this was something that could have been fixed or should I have passed on it? Thanks.

More likely element separation.
It is possible for the coatings to wear off though, as people who are anal retentive about keeping their lenses absolutely spotless inevitably find out.
