DC is something sigma puts, DA is something Pentax puts.
There is no best one, its a way of describing the lens spec. You need to look at each manufacturer seperatley to learn how to read it.

DC in sigma-speak means its an APS-C only lens. All Pentax current cameras are APS-C.If you buy a Sigma DC lens for canon and use it on a Canon 5D then its not going to work well.
DA in pentax-speak means its one of the new digital-only lenses. These have no aperture ring and they are also for cropped APS-C sensors. If you buy a pentax DA lens and put it on a Pentax film camera its not going to work well.

There is no ranking here, its just a designation that says something about the lens. For instance SDM in a pentax lens name means the lens has a built in focusing motor, if it doesnt say SDM then it doesnt have it. For sigma lenses HSM means focus motor. For Canon its USM etcetc.
