Btw, is it normal for this lens to be blurry with infinity focus at all apertures?
NO !

Also, what can I do to fix this? While half pressing the shutter when focusing, the focus assist indicator beeps when everything is still blurry.
did you adjust the diopter of the viewfinder?

I may have found the culprit to my focus problems, The lens happens to have a loose element as I can hear a little movement when tilting the lens. Would this lens be easy to open up?

Ya, mine is nothing like at or near infinity. It starts to become clearer between 6 to 10 meters and anything higher is a blur for distant objects.
This is probably not the answer but I just mention it - I have an FA50 1.7 that wouldn't focus properly at long distances. It must have been serviced and wrongly reassembled because the positioning of the focusing ring needed adjustment - it wouldn't turn far enough. It's fine now. I also have an M28 3.5 which I suspect has the same issue, but less.

Ya, I'm thinking my lens wasn't reassemebled correctly or some impact on the package during shipment caused a lens element to come loose.

Jupiter lenses made around 1991 (time of soviet union collapse) weren't of top quality compared to earlier or the later versions. I also had a bad Jupiter which was made around 1990. I returned it and then acquired one from forum member which was made around 1959 - simply brilliant. Check this out So which Jupiter-9 is best? Old/New? - Photo.net Leica and Rangefinders Forum

This one from my Jupiter (may not be at infinity focus though)
