The 16-45mm is very strong at the wide end and a real bargain at $300+. Great colours and contrast, lower distortion at 16mm than the 16-50. Lower distortion and sharper (higher MTF values) than the 21mm at F4 and up. Apertures wider than F4 aren't important for landscapes anyway, not enough DOF. Just use a smaller aperture and a tripod.

I have not found mine to be soft at all. I lucked out with all of my lenses (old and new) having no quality control issues with any of them. I do notice that the Sigma has more distortion than the Pentax, and that is a factor for me. I occasionally shoot inside.
