For the Pentax APS-c bodies there are pretty slim pickings from which to choose.
- Pentax K 28/3.5 shift
- Pentax 67 75/4.5 shift with an adapter
Then there are various third party solutions:

I had run across this a while back, and I came across it again. Its an interesting proposition along the lines of rolling your own. Essentially, select a 6x7 or 645 lens of what ever variety and Zork (of Germany) for ~$500 will build you a conversion mount, that will tilt and shift.
The downside, especially for something reasonably wide is finding a lens (even if it were built) in MF. The new Pentax 645 25mm lens is $5,000, and in the 25 to 30mm I really don't know which vendor supported this width. On the plus side, any of the lenses for that mount would be useable. I am thinking that the key is to find a line of film based 645 lens orphans of good quality that has some wide lenses that are available fairly inexpensively.
