So my guess is, any listing for a Vivitar 13/2.8 was a typo, and it's really the same as the Bower 14/2.8.
No on the first part (no typo), yes on the second one (they're the same).

Vivitar has a habit of declaring their focal lengths differently than Samyang. Check the B&H listing for the amazing 13/2.8. Their fisheye is also 7mm, instead of 8mm.

Opteka went even further with the fisheye: theirs is 6.5mm!

It's one of the peculiarities of rebranded Samyang lenses.

For the record though, there's also the Spiratone 20mm f/2.8. I bought mine (in manual K mount) on eb*y last year for $100. For film shooters, it's a good value - if you can find one.
Oh yeah, I've seen various 19-20-21mm lenses, some of which are the same under different brands, and sometimes at decent prices. I really really like my Lentar-Tokina 21/3.8, which I've also seen as Soligor, Vivitar (I think), various other labels. I sure wish I could afford to go on a 20-hunt!

I was wanting a faster lens than the zooms.
Almost completely irrelevant when dealing with ultra wide angle. You might need f/2.8 to get a fast enough shutter speed at 35mm, but at 15mm you cam get by with much slower shutter speeds and hence much slower apertures.

That depends on what's moving in the scene. Both my Tamron 10-24 and DA10-17 are fairly slow around 16mm, which indeed doesn't matter for still-life shots. But for people-creatures-machines moving in tight spaces, I like the Zenitar 16/2.8. The Zen gains me one stop compared to the Tamron and 1.3 stops against the 10-17 -- and sometimes that matters.

Here is the B&H page for the Vivitar 13mm f/2.8.

BTW, I often see lenses listed for the K-r and K10D cameras, but not the K5. Is this an omission or is there some reason such a lens can't be used on my K5?

Omission. Sloppy copywriters. Any lens that works on a Kr or K10D will work on a K5.
