I don't see how turning it on or off will change the fact that vibrations might affect it or not. When turned off, there's no lock or anything on it.

To use the CP, just look through your viewfinder. In this case, you want to use it to reduce the reflections from the windows, so just turn the CP until the reflections are gone or at least minimized.
