Question About SMC A 28mm f/2.8

I bought a Pentax SMC A 28mm f/2.8, and it appears to be in very good condition. However, I noticed that with the aperture ring set on "A" and the K110D set to Aperture mode, I can't get the aperture any wider than 4.0.

Uh, can anyone offer an explanation for this?
