I'm not sure about the 12-24 being better in IQ than the 21. All the Ltds are just excellent in IQ, and the 12-24 versatile whilst still being great in IQ, but the 12-24 is bulky and heavier (although lighter than most other UWA lenses of its class).
I hear you can use the 12-24 as a weapon.

The 12-24 is not that heavy at all but it has a large hood.

As for the DA21, as you can see from my sig line I voted it out, but I still have the 12-24.

You voted it off the Island? So the DA 15 is still Ok I see. I also noticed you have the FA 31. I'm afraid if I bought the FA 31, my FA 43 would become a moot point.

Yes, I found in the end that the DA21 was a solution looking for a problem. The 15 though is a good UWA when you want flare resistance and/or don't want to carry a 12-24 with you. The FA31 is just flat out amazing; film or digital, wide open or stopped down, it never fails to deliver. I suspect I have a good copy though, no wobble and very sharp even at wide apertures, others may not. The only lens I regret selling, deeply regret, is the K50/1.2. I was insane to let that go

It's also a lot more compact than carrying a 12mm, 13mm, 14mm, 15mm, 16mm, 17mm, 18mm, 19mm, 20mm, 21mm, 22mm, 23mm, and 24mm prime all in one bag!

I am a prime person, but in the wide end every small change in field of view can make a difference. Having one lens to do it all is not a bad "compromise". Actually, I traded away a Limited to get this zoom. The build is only average, but the IQ is spot on.

Does the lens actually have all the FL's on the barrel?

No, that would be unnecessary.
