Back in the m42 days ultra wide angle lenses (wider than 24mm) were slightly rarer and maybe not as high quality as modern ones. But there are a lot of vintage 24mm lenses out there. Just look in the lens reviews section (scroll down):

Basically, sub-24mm you might just as well stick with the lowly 18-55 kit when it comes to lenses that old. Old 28s currently don't have me terribly convinced either.

You can try getting a new ultra wide, like the Samyang (known under many other names as well) 14mm. Its manual, decent build quality.. and its pretty damn wide. You can find a sale on this lens every once in a while, which puts it near $200.

Thanks for all replies! It's obviously very friendly forum here.
Looks like to get a sub 150$ for a fix focal wide is tough...

The typo in the header misled me,
thought you were looking for wide-angle lenses made by Sun:

You can get the manual Sigma 24mm/2.8 Macro for about that price, in K-mount. It's an excellent lens.

What are you shooting on? Mirrorless, Canon? Adapters are cheap; but it was just a suggestion. I think the Sigma is the cheapest quality 24mm you'll find.

Vivitar had a 21mm in T4 or TX mount (interchangeable mount) -- so it could be m42 or other. Hard to find, but usually around $150 I think if auctioned (gotta buy a mount for a few bucks too). I can think of a few other m42 ultra-wides, but they tend to go for over $200. Vivitar also had a 24mm TX -- you can probably get that for $80-$90. Their T4 and TX lenses were made by Tokina are a pretty decent...
