Confused about angle of view

I'm confused about the angle of view of two lenses. The 10-17mm and the 12-24mm.
On the pentax website it says the 10-17mm has a angle of view of 180 - 100 degrees and the 12-24mm has an angle of view of 99 - 61 degrees. If the two lenses overlap from 12mm through 17mm how can their angle of views not overlap at all.

The 10-17mm is fisheye. The 12-24 is rectilinear. Here is a comparison of the 10-17mm and a Sigma 10-20mm (another rectilinear wide-angle which is actually wider than the 12-24)

The 180 degrees fov of 10mm fisheye counts from corner to corner.

Take a pic with a tall building right on the edge of pic, the top part of building will curve in. If you correct the fisheye effect to make building vertically straight, the corner part beyond the building's top floors stretches out like a thin spike. Crop this spike you crop away a large part of the 180o. All in all 180o fov looks impressive but in fact gives you just a thin spike of extra picture at the corners. Side to side fov is around 110-120o only.
