I'm not familiar with the sigma, but am with the phoenix 100-400mm. If you are looking for very good resolution and above, the phoenix doesn't deliver. That said, i bought one to determine if i'd like birding. it was $75 on ebay and i later sold it for what i paid. It opened up birding for me and gave me hours of experience. I then bought a 400mm sigma apo macro that was quite good, sold it at a loss and bought a pentax 300mm F* f4.5 which is absolutely fantastic. if you want to try out birding and are unsure if its for you, i would recommend the phoenix. if you really enjoy it, sell the phoenix and then go for the best possible glass.
