KEH has one in "bargain" condition for $53, or "EX" with loose zoom for the same. A bit outside your stated price range.
That zoom ring is an easy fix. Peel back the bottom of the rubber grip and there are four screws holding on a bright aluminum ring. Tighten the screws until the zoom feels right. Oh, make sure this is the SMC version.
The lens is supposed to be pretty good but it's kind of big. The M80-200/4.5 is really too big for me. I really like my DA 50-200 for this, and one big plus for it: SR always knows the focal length. A manual focus zoom won't report focal length to SR.
