It doesn't look good. Is it on the inside of the lens? It looks like someone tried to clean it off - hence the swirl marks.
Here is my A35-105/3.5 for comparison. I have returned lenses that looked like yours.

Looks like it is right on the surface of the front element or just behind it - it should be a quick fix, as getting the front ring of is really quite easy on the A series lenses.

It is difficult to tell from a photograph as it could be reflecting, in this case for example, a slightly cloudy night sky.

Hold the lens up to your eye and look through it. Then you will know for sure.

You might try a soft cloth dampened - not soaked - with a little alcohol. If it is on the outside it might come off but be gentle. No vigorous scrubbing.

It looks more like grease on the front glass, outside surface. Haze is usual used to describe an internal element.
Try lens or glass cleaning solution if you don't have 100% ethanol in your hand.

Looks to me as if someone popped off the front element, and tried to 'clean' the front of the second element/group, and did a poor job of it. I'd pop that front off, and clean it properly. Should be a 5 minute fix.
