Just received my "new" 06 lens from a seller on Amazon. It was loosely packed in a box that it could roll around in. No warranty papers or anything. There are 2 cuts in the rim of the lens that I don't think are normal and large piece of dust or debris under the front element. Other than that, it seems to work fine and image quality looks good. However, for the price, I'm thinking I should return it and exchange it for a new lens.

The two cuts look like the bayonet hood attachment slots.
The junk under the front glass is not normal so I would return for that.

As Larry said, the cuts in the rim are indexing marks for the hood - perfectly normal.
The big blob of dust is not acceptable, although it might not affect performance at all.
