I look at the 16-45 as an all-purpose for walk around in good weather and the 18-135 as the same for inclement conditions.
i probably haven't helped you much here, Ron. I'll be interested in what others say. At least for now having put these thoughts in writing helps me to appreciate the value of each lens.

My wife and I mentor engaged couples and one of the many things we stress to them is transparency in finances. That can be implemented in different ways for different couples but it's a good principle for a successful marriage. One thing my wife and I do is set a figure above which we consult with the other before purchase. For reference, most new lenses are priced above that figure.
