Sigma 70-200 f2.8 is this normal

I was going to buy this lens on eBay and noticed these bubbles after blowing up the picture the seller told me this was normal, is this the case or was I right to withdraw my bid? Is it the beginning of separation or have I just not looked at a lens close enough before? There was a filter over the top and this seemed to be on the actual lens.

Looks like moisture trapped inside the element. Sometimes it's easy to clean and it's not usually a big problem showing in the front element like this (the rule of thumb is, the closer to the back, the more it's going to affect the IQ) The issue should affect the price (lowering by 15-25%)

Thank you so much really appreciate that it looked like moisture to me as well I thought maybe she had cleaned it and forgot to wipe then the filter was on it so it seemed a bit odd. We breed mould easily where I live so that one had better stay where it is.

Didn't look that closely at what lens that was. Just get one in better condition, unless it's something rare maybe.
