Is there something wrong with my Sigma 8-16?

I've uploaded a quick shot from my 8-16, on the K-01. Kept on my window sill, shot in AV, f/9.5, ISO 100.
At 100%, it's not very sharp, at least I don't think so. SR was off, and I used a 2 second timer as well, to eliminate all shake.

What do you guys think?

First shot @ 8mm, the next one at 16mm.

Where was your focus point?

It seems the focus is set very close.
Where did you want the focus?

Is the air clear or hazy? Do you have any fast shutterspeed photos to compare?

focus point was on that purple string of lights across the street.

Both seem to be focused more on the window track. Have you tried it with faster shutter speeds to see how that works? AF on long exposures can be touchy due to the lack of light for the lens to adjust properly.

I will say that I would have expected much more DOF with f9.5 at any of this lens' focal lengths, especially given where you say the lens was focused (mid-range distance). Have you tried manually focusing to see what effect, if any, that has?
