The K-S1's primary objective was to bring new DSLR users to the Pentax brand, users who were looking for a camera that could function as a fashion accessory while letting them take superiour pictures to a smartphone or point and shoot camera. It could be argued that such a market doesn't exist, or that the K-S1 doesn't function as a fashion accessory, but it doesn't have to be priced at the budget end of DSLRs because it is designed to appeal to people who would reject "normal" DSLRs. Pricing DSLRs at the entry level or budget level is rather confusing, partly because it isn't obvious what feature set is most attractive to new DSLR buyers and within Canon and Nikon (and now Pentax), there is more than one generation of camera models available for sale at the same time. At least the differences between the K-50 and K-S2 are clear and K-50 pricing is low enough that selling an even cheaper model (with less features) is not going to gain many new customers.
But to get back on topic, I think we aren't seeing that DA wide angle zoom on the market yet because it isn't an easy sale to existing Pentax users. There isn't a lot of pent up demand for a replacement to the DA 12-24 with an extra 4mm of focal length that isn't really that useful and UWA zoom users who want an in-lens focus motor can buy the Sigma 10-20 HSM.
